United Way of Clinton County, Iowa works with local agencies to give people the education and tools to get better jobs and build a solid foundation that improves their lives and the lives of their children. From Budget and Finance training courses to emergency assistance, we must unite to overcome obstacles that prevent family quality of life, like financial literacy, unemployment, and homelessness.

ALICE, an acronym for Asset Limited, Income Constrained, Employed, is a new way of defining and understanding the struggles of households that earn above the Federal Poverty Level, but not enough to afford a bare-bones household budget. The working poor.

Traditional measures of poverty do not capture the magnitude of people who are struggling financially. In our community of Clinton County, Iowa, one in three residents falls into ALICE or poverty levels, where the cost of living exceeds their household income. Family costs increased by 41 percent statewide from 2010 to 2016, compared to 9 percent inflation nationally.
